The most voted-for feature request for KDevelop3 debugger was variable tooltips. I don't think KDevelop3 will ever get them, but KDevelop4 will, as shown below.
The Kate interface is good enough. It seems to erroneously request the tooltip in some cases where the KDevelop window is covered by some other one, but that's corner case. The tooltip itself is fully implemented in KDevelop -- you can check the kdevelop/languages/cpp/util/activetooltip.h.

About the JS debugger - would be great to have a JS debugger _in_ KDevelop.
However first KDevelop has to support JavaScript...
We talked about generic debugger framework, but we don't have one at the moment.
